Can I change the name of the Cookie Categories?

You can change the display names of the categories that appear in the cookie declaration list. However you cannot change the names that appear in the CookieHub Dashboard itself. To change the display names that appear in the cookie declaration list then go to the Content tab and under Categories there you can change the names. 

To change the names in other languages you can select the language that you want to work on at the top of the Content page and then head to the Categories section again.
