I just did a rescan on my website but the new cookies are not showing up in the cookie declaration.

To automatically update the list of cookies shown in the cookie declaration after a rescan you need to make sure that "Publish After Successful Scan" is checked. You can find that under the Scans tab under Crawler settings.
